Full Stack Developer - Drupal Lead

Requirements:

• Bachelors degree in Computer Science, Engineering, or a related field, or equivalent experience.
• 10+ years of hands-on full-stack development as a team lead or architect, including at least 5 years of Drupal experience.
• Experience with Drupal Webform, custom module development, and integrating Drupal with on-premises and cloud-based federal systems.
• Strong proficiency in PHP, Symfony and Drupal APIs, MySQL, JavaScript, Twig, and REST API design.
• .NET experience, including C# and ASP.NET, sufficient to assess and migrate legacy applications.
• Experience with AWS and/or Azure and container-based deployments such as Docker and Kubernetes.
• Experience delivering solutions that meet federal security and Section 508 standards.
• Agile/SAFe or related developer certifications, or equivalent demonstrated experience; experience leading Agile/SAFe teams, preferably in the federal sector.
• Substantial experience with AI-assisted programming tools, such as GitHub Copilot, Microsoft Copilot, Gemini, or other DOL-approved tools.
• Strong communication skills for engaging federal stakeholders and mentoring developers.
• U.S. person status and ability to obtain and maintain a favorable NACI/HSPD-12 background investigation.
• Preferred: Acquia Certified Drupal Developer, Back End Specialist, or Grand Master certification.
• Preferred: Experience with Kafka event-driven architecture and Appian integrations.
• Preferred: Experience hosting Drupal on AWS EKS with Aurora, EFS, S3, CloudFront, and Secrets Manager.
• Preferred: Experience leading .NET-to-Drupal modernization or large-scale content and data migrations.
• Preferred: Experience integrating AI services such as chatbots, OCR, or document classification into Drupal applications.

Responsibilities:

• Lead the technical architecture and hands-on delivery of WHDs Drupal modernization, including analysis, design, development, testing, and administration.
• Own the target Drupal architecture on DOL PACE, align it with the product roadmap and enterprise standards, and obtain technical guidance and approvals from DOL OCIO.
• Design event-driven Drupal-Appian integrations using Kafka and versioned, API-first REST services.
• Integrate Drupal with federal systems and services, including Login.gov, DOL SSO, SharePoint, Amazon S3 document exchange, and the OCIO AI chatbot module.
• Develop a configuration-driven enterprise form framework using Drupal Webform, supporting dynamic and multi-step forms, conditional questions, reusable validation, document uploads, and multilingual content.
• Build reusable enterprise components for future DOL projects, including Kafka and API frameworks, authentication, notifications, audit logging, and error handling.
• Assess contributed Drupal modules and marketplace plugins, then develop custom modules and connectors when needed.
• Create and oversee technical process and data models and user interface designs; plan and execute DB2-to-MySQL migration and reporting activities.
• Ensure solutions comply with OWASP Top 10, NIST SP 800-53, FISMA ATO, externalized secrets, and Section 508/WCAG AA requirements.
• Review implementations for design quality, performance, security, and availability; lead code reviews each sprint.
• Direct AI-assisted development using DOL-approved tools, with human review, security scanning, and CI/CD validation of generated code.
• Lead technical planning, estimation, and requirements gathering; mentor developers and facilitate design sessions, scrums, and other Agile/SAFe ceremonies.
• Work with WHD end users, subject-matter experts, Product Owners, and Federal Project Managers to confirm that application functionality meets business needs.
