Experienced Completions Manager required to lead construction completion, pre-commissioning inspections, ITR management, Work Execution Flows (WEFs), work pack development and contractor completions performance across a multi-disciplinary EPCM project supporting the transition of green energy technology into steel manufacturing.

Reporting to the Completions Implementation Manager, the role will ensure EPC, subcontractor and work pack engineering teams execute completions activities in accordance with project specifications, systemisation requirements, quality standards, HSSE expectations and regulatory obligations.

This is an execution-focused position requiring strong field leadership, completions system discipline and the ability to drive construction completion and pre-commissioning through to system handover.

Key Responsibilities

Construction & Pre-Commissioning

Manage construction and pre-commissioning inspections across assigned systems, areas and work fronts.

Ensure inspections comply with approved drawings, specifications, ITPs, quality plans, systemisation boundaries and completions procedures.

Coordinate construction, engineering, quality, commissioning, EPC and subcontractor teams to ensure inspections are planned, witnessed and closed.

Ensure punch items, NCRs and field deficiencies are captured, prioritised and closed before handover.

Verify inspection readiness, including access, permits, materials, vendor support, test equipment and documentation.

ITR & Mechanical Completion

Manage completion, verification and acceptance of Inspection Test Records (ITRs).

Ensure ITRs are correctly allocated to systems, subsystems, equipment tags, work packs and disciplines.

Review ITR quality, including signatures, test data, supporting evidence, red-lines and punch references.

Drive ITR progress, backlog reduction and close-out of rejected or missing records.

Support mechanical completion certification, system handover dossiers and commissioning readiness packs.

WEFs & Completion Strategy

Develop and implement Work Execution Flows covering construction completion, inspection, pre-commissioning, punch closure and handover.

Define dependencies, acceptance criteria, discipline interfaces, hold points, test packs and responsibilities.

Align WEFs with systemisation, commissioning sequence, schedules, work packs and construction execution plans.

Identify constraints, readiness gaps, schedule risks and resource bottlenecks.

Work Pack Management

Lead work pack engineers responsible for construction, inspection, pre-commissioning and completions packages.

Ensure work packs contain required drawings, procedures, ITRs, test sheets, materials, permits, vendor requirements and quality/HSSE controls.

Ensure packages are executable, systemised and aligned with field and commissioning priorities.

Manage readiness reviews and escalate engineering, material, access, documentation and vendor constraints.

Track work packs through issue, execution, return, ITR completion, punch generation and final close-out.

EPC & Subcontractor Oversight

Provide day-to-day oversight of EPC and subcontractor completions teams.

Review contractor plans, resource levels, progress, ITR status, punch lists, forecasts and look-ahead schedules.

Validate reported progress against accepted records and evidence within the completions management system.

Lead completions coordination meetings, resolve constraints and drive accountability.

Escalate non-performance, quality issues, documentation delays and resource shortfalls with proposed recovery actions.

Systems, Reporting & Handover

Maintain visibility of ITRs, punch lists, certificates, dossiers and system handover records within the completions system.

Report progress, work pack status, punch trends, inspection readiness, contractor performance and constraints.

Ensure documentation is accurate, traceable and audit-ready.

Support mechanical completion packages, pre-commissioning handovers and final close-out dossiers.

Identify and resolve gaps in completions data, tag allocation, system boundaries and documentation ownership.

Interface, Quality & Leadership

Coordinate interfaces across construction, commissioning, engineering, quality, planning, HSSE, vendors, EPCs and subcontractors.

Support system readiness reviews and commissioning/energisation priorities.

Provide field input into schedules, look-ahead planning, constraint management and turnover planning.

Enforce quality requirements, inspection criteria and completions procedures.

Support audits and promote right-first-time, evidence-based completion.

Lead and coach completions inspectors, work pack engineers and contractor personnel.

Required Qualifications & Experience

Degree in Engineering or related discipline, or equivalent technical/trade and project completions experience.

Minimum 15 years' experience in construction, completions, pre-commissioning, commissioning or project delivery within EPC/EPCM environments.

Relevant experience within green energy, steel, process plant, oil & gas, mining, power or heavy industry preferred.

Proven experience managing construction inspections, ITRs, mechanical completion, pre-commissioning readiness and system handover.

Strong knowledge of systemisation, completions management systems, punch management, work packs and handover dossiers.

Demonstrated ability to manage EPC/subcontractor teams and validate evidence-based progress.

Strong leadership, organisation, communication and decision-making skills.

Sound knowledge of quality, regulatory and HSSE requirements.

Desired Skills

Strong knowledge of Completions, Systemisation, Commissioning and Start-up.

Experience developing WEFs, work packs, inspection readiness plans and completions trackers.

Experience managing work pack engineers, inspectors, coordinators and contractor teams.

Proficiency with completions management systems, project controls, dashboards and document management systems.

Strong technical writing, reporting and data-management capability.

PMP or equivalent project/completions/commissioning leadership training advantageous.

Experience within multi-EPC, multi-discipline and fast-track project environments.
