Requirements:

  • Bachelors degree in Computer Science, Information Systems, Design, or a related field, or equivalent experience.
  • At least 5 years of professional front-end web development experience, including 3 or more years building themes with Drupal 8, 9, or 10+.
  • Expert knowledge of HTML5, CSS3/Sass, JavaScript (ES6+), and Twig templating.
  • Hands-on experience with the U.S. Web Design System (USWDS) or a comparable design system.
  • Experience theming Drupal Webform, Layout Builder, Paragraphs, and Views.
  • Demonstrated ability to build WCAG AA- and Section 508-conformant interfaces and test them with screen readers.
  • Experience with Git, Composer, npm-based front-end build tools, and CI/CD pipelines.
  • Experience using AI-assisted programming tools such as Microsoft Copilot or GitHub Copilot.
  • Experience working on Agile/Scrum teams and using Jira.
  • Must be a U.S. person and obtain and maintain a favorable NACI/HSPD-12 background investigation.
  • Preferred: Acquia Certified Drupal Front End Specialist or Drupal Developer certification.
  • Preferred: Experience with the USWDS Drupal base theme.
  • Preferred: Experience with federal public-facing websites and services such as 21st Century IDEA, Digital.gov, or Login.gov user flows.
  • Preferred: Experience with Drupal multilingual sites, decoupled or progressively decoupled components (React or Vue), or chatbot UI integration.
  • Preferred: DHS Trusted Tester certification.
  • Preferred: Familiarity with containerized Drupal hosting, including Docker, Kubernetes, or AWS.

Responsibilities:

  • Build and maintain custom Drupal 10+ themes and sub-themes using Twig, Sass/CSS, and JavaScript, following USWDS and DOL.gov styles.
  • Turn UI/UX wireframes, prototypes, and style guides into reusable front-end components, Twig templates, and design-system patterns.
  • Configure and theme Drupal content structures—including Layout Builder, Paragraphs, Views, blocks, and menus—so routine updates can be made through the Drupal administration interface.
  • Develop front ends for Webform-based public forms, including multi-step and cascading-question flows, conditional logic, inline validation, save-and-resume, document uploads, and confirmation-number lookup.
  • Implement Drupal behaviors and JavaScript for interactive features, including the interface for an AI chatbot in the complaint intake portal.
  • Create responsive, mobile-first layouts with touch-friendly controls for current and previous versions of Chrome, Firefox, Safari, and Edge across desktop, tablet, and mobile devices.
  • Build accessibility into interfaces using semantic HTML, ARIA, focus management, keyboard operation, and screen-reader compatibility; meet WCAG AA and Section 508 standards and address accessibility findings.
  • Implement English and Spanish interfaces using Drupal multilingual and translation modules with translations provided by WHD.
  • Optimize front-end performance to meet the three-second page and form load standard through asset aggregation, image optimization, lazy loading, and cache-friendly markup for CloudFront and Redis.
  • Add front-end tagging for DOLs Data Analytics Capability to measure page views, submission counts, and funnel abandonment without collecting personally identifiable information.
  • Use DOL-provided secure AI coding tools, including Microsoft Copilot, and review generated code before committing it.
  • Commit code to the DOL OCIO GitLab repository, take part in sprint code reviews, write front-end unit and visual regression tests, and support releases through the DevSecOps pipeline.
