Senior GIS Analyst

Requirements:

• Bachelors degree in GIS, Geography, Cartography, Computer Science, or a related field, plus GIS experience.
• 4–8 years of experience in GIS and GIS application development.
• At least 5 years of experience designing, building, and delivering web applications.
• Experience developing web applications with ArcGIS API for JavaScript or another JavaScript mapping API.
• Strong problem-solving, communication, design, development, and debugging skills.
• Experience developing complex analyses and mapping projects.
• Ability to explain technical information clearly to non-technical users, verbally and in writing.
• Advanced proficiency with the ESRI GIS software suite, including ArcGIS Pro 3.x or later, ArcSDE, and ArcGIS Enterprise components such as Server, Portal, web adaptors, and data stores.
• Ability to work independently on GIS tools and applications, complex analyses, and multi-layered maps using GIS and other programming environments.
• Self-directed approach, software technical background, and ability to work with minimal supervision.
• Proficiency in Python.
• Preferred: Experience with data extraction, analysis, and scripting tools, ideally Oracle SQL and PostgreSQL.
• Preferred: Experience with linear referencing systems (LRS) and ESRI Roads & Highways or similar systems.
• Preferred: Experience with enterprise asset management systems and datasets.
• Preferred: Ability to develop and maintain LRS and GIS applications for spatial data management.
• Preferred: Experience with reporting tools such as Power BI.

Responsibilities:

• Analyze, validate, and maintain GIS data related to maintenance assets.
• Develop and maintain GIS applications using ESRI technologies.
• Act as a technical liaison among IT, asset management system administrators, and system users with varying levels of technical expertise.
• Perform advanced GIS analysis, manage enterprise asset data, develop GIS applications, and coordinate technical activities in support of the Highway Maintenance Management Section.
• Take direction from the Program Manager.
